Ireland is set to permanently embed its Basic Income for the Arts (BIA) program, which provides a stipend to artists and cultural workers. This landmark move, expected to take effect in 2026, follows a highly successful pilot that offered payments of €325 weekly (roughly $1,500 per month).
The pilot program, launched in 2022 and involving around 2,000 participants, has been widely praised. A May government report found that the income significantly reduced financial stress, fostered professional growth, and boosted the mental health of the artists involved.
Minister for Culture, Communications, and Sport, Patrick O'Donovan, confirmed the intention to introduce a "successor scheme" once the extended pilot ends in February 2026. "This scheme is the envy of the world, and a tremendous achievement for Ireland, and must be made futureproof and sustainable," O'Donovan stated.
The decision has been enthusiastically received by the arts community, with Maura McGrath, chair of the Arts Council, welcoming the move: "The Arts Council particularly welcomes the continued investment... which provides artists with the stability to develop their practice, innovate, and contribute meaningfully to Ireland's cultural landscape."
